President Trump’s Jan. 30 State of the Union shout-out to paid family leave drew bipartisan applause but left many scratching their heads: Did he have any specific plans in mind?

Now comes word that First Daughter Ivanka Trump and Sen. Marco Rubio (R-Fla.) have been mulling proposals that would stop short of an employer mandate and cost nothing to either employers or taxpayers.

One possibility, Rubio told Politico.com: Let employees draw down Social Security benefits in exchange for a six week eligibility delay once they reached retirement age.
