Encourage clear and effective email communication by regularly coaching employees on their writing styles. Provide them with good examples of both internal and external email communication, and provide specific feedback on common problem areas like being succinct, impactful subject lines and calls to action.

Be positive with your feedback, and make sure to include examples of your own learning curve as part of the process. A little bit of coaching can go a long way toward making sure that internal and external communication is consistent and delivers value to the reader.

For those employees who have significant external communication responsibilities, include a short section on quality email correspondence in performance reviews.
