If you tried to call the IRS during tax-filing season, you probably had difficulty getting through. According to a preliminary report by the Treasury Inspector General of Tax Administration (TIGTA), callers to the IRS toll-free hotline through March 7, 2015, were unsuccessful 38.5% of the time, based on 45.6 million calls to that point. (Interim Results of the 2015 Filing Season, 3/ 31/15, Ref. No. 2015-40-032)

As recently as 2013, TIGTA reported that the IRS responded approximately 75% of the time. Furthermore, the average wait for a caller to speak to an IRS representative was 25 minutes, roughly double the time of a decade ago. The IRS continues to cite budget cuts as the reason for reductions in services.
