Daniel Werfel, Acting IRS Commissioner, has acknowledged that identity theft in tax returns is still rising, despite IRS efforts to thwart it. More than 3,000 IRS employees are currently working on the problem, more than double the number last year, while the IRS has trained 35,000 employees to help taxpayers.

As of Aug. 1, the IRS has worked with victims to resolve about 565,000 cases, or three times the amount in 2012.
