The financial meltdown has spelled job creation for one office: The Pennsylvania unemployment hotline recently hired 132 additional staffers. The Pennsylvania Workforce Investment Board also reported the hotline's hours had been extended to deal with a crush of calls.

National unemployment reached a 34-year high of 6.7% in November, according to the U.S. Department of Labor. Factoring in the marginally employed and chronically discouraged, the true unemployment rate reached 9.8%.

State Rep. Dwight Evans said it was time to dip into the state's rainy day fund. "This is more than a rainy day," Evans said. "It's a hurricane."
