The Federal Communications Commission ruled last month that consumers can, for the first time, transfer their land-line phone numbers to their cell phones. Starting Nov. 24, local phone companies must let people in the top 100 markets make the switch. That same day was also the deadline for cell phone companies to allow people to switch their cell phone number from one wireless carrier to another. Advice: Now's a good time to review whether your small company needs a land-based phone line.
