Slim chance for association health plans bill

In his State of the Union speech, President Bush made a hearty push for Congress to pass association health plan (AHP) legislation. But don't hold your breath. The bill would strip away red tape to let trade associations offer uniform health insurance plans to members across state lines. The benefit: cheaper group rates. AHP legislation passed the House (H.R. 660) but bogged down in the Senate, where it will likely stall again this year.
