Gov. Ed Rendell signed a workers’ compensation bill that establishes an Uninsured Employers Guaranty Fund and caps some legal fees, among other reforms.
House Bill 2738 established new procedures and a code of ethics for the workers’ comp appeal board, and introduced a mandatory mediation conference into the trial schedule.
In a move that puzzled friends and foes alike, Rendell vetoed a bill that would have spread out payments of the $52 local municipal service tax over a year. Rendell cited inadequate time for municipalities to prepare for the change.
