The rising cost of individual health insurance is causing more people to take ex-employers up on their offer of COBRA continuing health insurance.

More than a quarter of eligible ex-employees (27 percent) now elect COBRA coverage, among the highest percentage since Spencer Benefits Reports began the survey in 1989. The survey said the average annual COBRA cost for employers now runs $9,914, compared to an average annual cost for active employees of $6,831.
