President Bush has appointed John R. Vaughn, a retired Florida executive, to the National Council on Disability (NCD). He joins 14 other board members studying the ADA's impact on the disabled.

An independent federal agency, the NCD makes recommendations to the president and Congress to enhance the quality of life for Americans with disabilities. The NCD proposed the ADA in 1986 and Congress passed it in 1990.
