The federal panel investigating the Sept. 11, 2001, terrorist attacks says the private sector is still unprepared for attacks. It's expected to endorse a national emergency readiness standard that calls on businesses to, among other things, conduct evacuation drills and develop plans for continuing operations. Such a program would likely be voluntary, but it could become mandatory for businesses that want to access government-backed terrorism insurance.
