The U.S. Labor Department just published final rules that set new minimum standards for the timing and content of COBRA continuing health insurance notices. The rules, which come with sample notices your organization can modify, apply for the first plan year beginning after Nov. 26, 2004. For most businesses, that means Jan. 1, 2005.
