The U.S. government is funneling more money than ever to small businesses. In fiscal 2003, small businesses did $62.7 billion of business with the federal government as prime contractors, representing 25.4 percent of all prime-contracting dollars, a record annual percentage. The statutory goal for small business contracting is 23 percent. Best agency: The Department of Homeland Security awarded 40.7 percent of its contracts to small firms in its first year.
