State Rep. Linda Bebko-Jones (D-Erie) has proposed a 10 percent payroll tax on businesses and a 3 percent personal income tax to provide universal health care coverage to Pennsylvanians. State Sen. Jim Ferlo, (D-Allegheny) proposed a companion bill earlier in the session.

The bill is the product of the Pennsylvania HealthCare Solutions Coalition, a group headed by Pittsburgh area malpractice lawyer Steven Larchuk.

Note: The governor's Office of Health Care Reform is also considering ways to provide universal coverage. The governor has said he will act on their recommendations by the end of 2006.
