Many accounting packages offer a type of system that you are looking for. One of the best that I have worked with is through Sage Accpac. Their HRMS software package offers many of the functions you are looking for, and interacts directly with Accpac's accounting package.

I would also highly recommend Sage Software. Their tech support is one of the best, if not THE best.
